Halloween


A few families with young kids from Avery Ave, Tortuga, Schilpadvlei, Corsair and Barbary Way will be coming round to trick and treat neighbours willing to participate in a bit of harmless fun. Vicky has distributed orange paper pumkins so if you are willing to provide a few treats, please hang out your pumpkin. If not, they will not disturb you.
Trick or Treaters will be leaving from outside 22 Avery Ave so if you want to join in, please do so.

Community Policing


LOCAL COMMUNITY POLICING FORUM HEADQUARTERS

The South African Police Services (SAPS) has created sector policing, where an area designated as the service area of a police station is divided into smaller, manageable areas known as sectors, with a Sector Commander in charge. These sectors are further broken down into areas known as zones where the police work with crime prevention groups such as local crime watches.


These zones collectively elect a committee, who appoint street representatives. Each Chairman of a committee represents their zone on a Community Policing Forum (CPF). The headquarters of the local CPF is now at 8 Coniston Road in Constantia, which is off the Nirvana common, behind the Constantia Village Shopping Centre. Tel no: 086 000 2669. Please use this number to report anything that you think looks suspicious. It is not an emergency number but it is a call that may prevent an emergency as when a call is received either the SAPS or the nearest security service provider will investigate.

Barbarossa Residents' Group Constitution


Constitution of the Barbarossa Residents’ Group
(as amended on 20th October, 1997)

1. Name:
The name of the group so constituted shall be Barbarossa Residents’ Group.

2. Aims and objectives:
The aims and objectives of the Barbarossa Residents’ Group shall be:

2.1 To preserve the residential environment of the area by opposing the siting of commercial enterprises in the area designated under point 3 below.

2.2 To monitor ‘work from home’ projects.

2.3 To safeguard property values.

2.4 To avoid increased traffic congestion and traffic noise.

2.5 To preserve the safety of the area.

2.6 To liase with the appropriate authorities and interest groups in furtherance of the objectives of the Constitution.

3. Membership and territorial limits
Membership shall be open to those property owners resident in the residential block bounded by Spaanschemat River Road, Doordrift Road, the Simon van der Stel Freeway (M3) and Kendal Road.

Voting rights shall be allocated as one vote per property.

4. Administration and management
The affairs of the Barbarossa Residents’ Group (BRG) shall be conducted by a committee consisting of a maximum of ten eligible members, all of whom shall be elected at an annual general meeting.

The committee shall meet as soon as possible after the AGM to elect committee members to act as Chairman, Secretary and Treasurer of the BRG.

A quorum at committee meetings shall be one half of committee members.

The committee shall have the power to appoint eligible members to fill vacancies which may occur on the committee.

The annual general meeting of members shall be held at a time and place fixed by the committee. This annual general meeting shall be held between 1 September and 31 October of each calendar year.

A quorum at general meetings shall be one quarter of the BRG’s membership in good standing.

If at any general meeting a quorum shall not have been assembled, the meeting shall be adjourned to a date to be fixed by the committee and at least ten days’ notice shall be given of such date. In the event of no quorum being obtained at this subsequent meeting, those members present and entitled to vote shall constitute a quorum for the purposes of such a meeting.

Administration and management of the Group shall include:

4.1 The holding of such meetings as may be deemed necessary to organize activities aimed at furthering the aims and objectives outlined in point 2 above.

4.2 The opening and operation of an account at a bank or similar financial institution.

4.3 The collection and receipt of subscriptions from members to meet the essential running costs of the Barbarossa Residents’ Group in the attainment of its objectives.

4.4 Ensuring the continued membership of the Barbarossa Residents’ Group.

5. Amendment
All amendments, alterations or additions to the constitution shall be in accordance with the philosophy and principles set out in the founder constitution.

Any amendments, alterations or additions to the constitution shall be by formal resolution passed by a two-thirds majority of those present and eligible to vote, at a general meeting of the members of the BRG.

6. Limitation of liability

The Committee is not authorized to incur any liability on behalf of the members of the Barbarossa Residents’ Group.

Constantia Village Shopping Centre Parking







The CPOA is a party to a servitude agreement in respect of the Constantia Village site, which gives the CPOA the right to limit extensions to the buildings and parking facilities of the centre. The parking proposals may require an amendment of the servitude. The centre management maintains that parking demand at the centre has been exceeding supply for the past five years and traffic delays and excessive traffic circulation being experienced by customers. Research undertaken by Constantia Village shows that, of 55% of customers who disliked something about the centre, 66% dislike the parking and traffic congestion the most.



Consultants to the centre have analysed 6 sites that could be used for the provision of additional parking. Five of these sites, owned by the city, are open parking areas and one involves the construction of a parking garage on the Constantia Village property.



The parking garage proposal has three options of differing sizes and the one recommended has 3 levels and no basement. Of all the sites the recommended parking garage is the option preferred by the Constantia Village management.



A meeting was held on 29 October in the Alphen Centre Hall, to present the plans for the proposed parking garage for Constantia Village shopping centre.



Paid-up members of the CPOA are invited to ballot in favour or against the construction of a parking garage. Two persons will be allowed a vote for household membership and one person for single membership. Please bring identification to vote.



The CPOA office at the Alphen Centre will be the ballot venue and will be open for this purpose on Thursday 6th, Friday 7th and Saturday 8th November 2008 between the hours of 09:00 and 12:00.

Constantia Village Parking Vote

To: Barbarossa Residents' Group members:
If you are not yet a CPOA member, we urge you to join the ConstantiaProperty Owners' Association - they have a servitude over the Constantia Village site- you will get one vote for a single membership, two votes for a household membership. The difference in subs is not great. Drop it over at the CPOA office at the Alphen Centre, Constantia Main Road, open every weekday morning. Forms are available on the CPOA website at http://www.constantiapoa.co.za/

Make your vote on 6th, 7th or 8th November, again in the CPOA office, 9- 12 noon. You can join at that time if you wish.

Constantia Village was intended to be a local community centre, not an ever-enlarging regional centre. This will attract more and more traffic to Constantia. Planning instruments point to the fact that development should take place along the Southern Suburbs Main Road corridor and further east. Constantia is not a growth node for retail and commerce. Its value is in its natural beauty and historic elements, not least to tourism.
